There has been much discussion among Dylan fans, and on the Net, about WHICH Montague Street Dylan meant.

the references to cafes and revolution in the air make it very likely to be Montague Street in Brooklyn Heights, New York City. Dylan did live in NY for a while, and the writer / musician/ actor population, as well as communists and socialists and anarchists, make this a likely location.

I've heard that before on the Well, which has a number of dedicated Bob Dylan fans. The title of this entry is also a play on words, in re "The Spirit of the Law" -- a work that I believe has significance to some citizens of the Invisible Republic. (Around here, I guess most of those citizens are still, um, invisible.)
